Markets say Germany's fiscal expansion is a bond story. The data says it is a liquidity story. And liquidity is the only truth that matters.

Friedrich Merz is confident Germany will retain its top credit rating despite record borrowing. That confidence is itself a tell. When a Chancellor needs to reassure markets about a AAA rating, the market is already asking questions. The question crypto investors should be asking is different: what happens to euro-denominated liquidity when Europe's largest economy abandons its constitutional fiscal religion?

The answer reshapes the global liquidity map. And that map determines where capital flows next.

Germany ran a balanced budget as a matter of constitutional law since 2009. The Schuldenbremse, or debt brake, was written into the Basic Law as an explicit commitment to fiscal discipline. It was Germany's gift to the European Central Bank. It was the anchor of the euro's credibility.

That anchor is now being cut loose.

Merz is not proposing a modest adjustment. He is proposing record borrowing. The word "record" is doing heavy lifting here. It signals a structural break from decades of orthodoxy.
